Bike without a carb

I recently inherited a 2004 ttr250 from a fellow firefighter who passed away. The bike was given to me without a carb. It is a project bike with intention of eventually making it street legal as a tribute bike to continue my buddies plan. I've looked to buy the teikei y30p but am unable to find one online....

Will a carb leak impact performance?

My carb has a leak from the diaphram area at the bottom of the carb so the diaphram is probably toast, I'll need to replace it. My question is will this issue have an effect on performance? I have no other TTR to compare mine to but if I had to guess I would say it's feeling underpowered.
