dumb question but is the choke suposed to significantly raise the RPMs?

The choke let's more fuel that's dragged though with the extra air the choke allows through the choke circuit which increases revs 

However once the engine is warm it should run a but rough and the revs may drop a bit due to the better burn being hampered by the over rich mixture (assists when it's cold and combustion is incomplete) 

If the revs rise after warm up it may indicate a blocked pilot jet or air leak.
