Starter Plunger, where does this seal belong?

I recently tore into a major carburetor repair on a non running 2005 TTR. Took several ultra sonic soaks and a deep soak in some Berrymans.  Replaced everything that was included in the all balls rebuild kit.  Waiting on diaphragm and check valve then hopefully she'll come back to life. In the meantime. I had the starter plunger in a baggy and there was also a rubber gasket in with it.  None of the carb parts diagrams includes this part. See image below.  Can one of the experts here tell me what it is and where it goes please?

Hi Greg

You got me! I had a look through my rebuild guide and the Yamaha parts fiche and can't see a seal like it. Are you sure it's from your carb?

100%. Everything that I disassembled when into a ziploc and into a box. I have been waiting on parts. I am definitely a not the first person into this carb. I have found scratch marks (appear to be from a file). It’s crazy. The owner said it ran rough wouldn’t idle. I am guessing someone stuck it in there somewhere. Who knows. You’ve given me peace of mind tho and I am grateful for that. Thanks. Ok
