What the hell is this thing sticking out of my engine?!

I have a 99 TTR250. I noticed a semi-wet spot, nothing major, on my engine black and began to investigate. I noticed this weird part sticking out of the engine and I assumed it was something stock, but after further research and reading through the service manual, there is no mention of this. What could this be?? it appears to be held in place with some kind of glue/adhesive and the end of the nipple is filled with silicone. It looks like this was installed by someone and probably served a purpose at some point. Any ideas?? I also have no idea why the pictures uploaded sideways....

 I thought it might be a breather as well but I could find no mention of it anywhere. I just confirmed that there is a very slow oil leak coming from where this is glued in place. Can someone post a picture of this part of the engine from their bike?

It's not standard! Previous owner must have fitted it as a breather into the timing chain gallery. Question is why?

Not stock  could it have been a return for an oil cooler easy place to fit it prob not effective though 

If there was a reason to pull the engine apart it could be removed and the hole filled in maybe

Could someone post a picture showing this section of the engine on their bike? I'm sure there's nothing there but I at least wanted to know what it's supposed to look like.
