Yeah you're right about the ''lack of grease'' part... because it does not need grease. It is a dry bearing (well, actually a swivel bush). I had better mention now that ''All Balls'' suggest using good waterproof grease as their bearing is steel-on-steel.
I think we can safely put it down to ''ignorance'' as Martyn suggested.
