looking for a complete tool kit that sits under the side panel and the rubber holder that keeps it in place

Good luck. I finally got my hands on one at a bike auto jumble, they seem to be an easy piece to miss place.

If it helps the wr125 tool boxes are the same and most of the tools will be similar. There is one on eBay item no. 151005401871

When my last bike got pinched the tool kit was indoors. I think it has one of Brian's 'correct' spanners in it too.
No rubber, but a hoop slice of inner tube does a great job.
