why dont you do a simple experiment?..

get a glass jar or other container.
rev the bike until it "starves" as you describe.
immediately turn off the fuel at the tap.
put the jar under the drain/overflow hose.
loosen the drain screw (unless it is seized/stripped).
see how much fuel you catch.
tighten drain screw, open tap, wait a while, restart, idle a few seconds, turn off.
do same draining test.

repeat whole scenario.

if the 2nd time (ie after short idle) there is consistently a whole lot more fuel in the jar there is a fuel supply problem.
maybe the fuel tap is full of gunk and only a dribble can come out?
maybe the float is bent and catching on something inside the bowl?
maybe the float hinge is tight (unlikely)?
maybe the fuel needle is catching on its seat (hard to imagine)?

tell us how you went.

So, here is my story,, I did some trading and ended up with a 99 TTR-250, that had been sitting in a barn for 4 or 5 year. The carberator was nasty, and leaking constantly, so I cleaned it, and installed new main nozzle, and jet( broke it during the teardown), put on a new gasket and shes starting and running but,, after I hold the throttle at 1/2 to 3/4 open for a minuite or so, then it wants to die. if I stop it, then let it sit a second it will start and run fine again. I did notice the float was a litle sticky before I put it all back together, i recleaned the needle and put it back together, thinking that was good enough.. Well, the float is still sticking every once in a wile, I have to tap the carb to get it to stop leaking, again this is, just sometimes. My question to all of you is, could this be my starvation problem?? the float maybe sticking UP, and not letting the bowl refill quick enough?? What are your thoughts.

I can try that tomorrow, after work.. But to start the fuel tap /pet****. Is cleaned and flowing well. I do think it could be the needle sticking in the seat.. That is why I took it apart and re-cleaned the needle before I put it back together, the float was not going up and down smoothly. Just looking for opinions, and thanks for your input.

Okay, so I removed the carb AGAIN... Cleaned the needle seat and the needle AGAIN,, still acting the same.. I did shut off the fuel, and drained the carb after it died, started it up again let it idle for a few minutes, and drained it again... There was a little bit more fuel drained out after the short idle... But just a little bit.. What do I do now???? Any suggestions?
