Have a look through MCN reviews, they usually do tests on different gear and recommend the best ones to go for

Chinese produced car seat heated cover: Cut a hole in the fold between the seat base and seat back and wear it like a ponchobiggrin

If your on a budget I use a Chinese usb heater pad

I fitted a usb outlet and stick the pad up my shirt and plug it in
