Depends on the state, in OR, and I believe CA and WA too, you're toast -- they will only give you a plate based on the VIN, your VIN has to be in the database that says the bike was sold street legal (emissions) after a certain date. DMV will tell you in advance. So before spending money you may want to check that out. And having a plated bike from another state doesn't work. No such problem in a lot of states, probably a west coast thing. Some states have a metal tank requirement when you do the physical inspection. Its all about emissions requirements and in 95% of OR there are no emissions checks. Cities make the rules I guess.
