Sorry if this is long winded, just an explanation of how I got here...
Been riding since I was 4. Back in 2005, my wife gave me permission to buy a new bike. I weighed my options, a Suzuki Hayabusa or a DR400. After considering, since I already had a street bike and didn't want to deal with insurance or inspections, I wanted a simple air cooled dirtbike. So I bought a NIB 2005 TTR250.
Three days later, riding on unfamiliar, snow covered terrain, I wrapped up my bike pretty bad, but my leg was worse. Tore my ACL, meniscus, and fractured my tibia. After 6 months of being off work, on cructches, and trying to support a family, I was finally able to ride again. A very brief few weeks later, I totaled my street bike, a heavily modified Suzuki Bandit 1200, into a deer. I am surprised I am still alive, and not confined to a wheel chair. It didn't help that we found out the next day my wife was pregnant with my youngest son (now 13). I have not ridden since.
Basically, I have a 2005 TTR-250 rotting in my garage. I don't believe it even has 400 miles on it. I'd like to get it going again, and I know the carbs are gummed up, the battery is shot, and the tires are a "maybe".
I had looked into getting a conversion kit for it to make it street legal back in 2005, but I live in PA, and it is not a given. You can go through the proper channels and procedures, but it's all dependent on the mood of the person who stamps your title "motorcycle". If anyone in PA can help me with this process, let me know.
As of now, I will get this bike going. It literally is a "barnyard" find, only in my garage...

From what you say it looks as if your really tough or a tad unlucky.
You are kucky that you heal well, I've had one or two OFFS from my Bandit 1200, TTR, Triumph T100 and others but perhaps I'm a bit older than you and I'm relegated now to a Zimmer frame and mobility scooter.
Nevertheless, there are many, many and more threads on restoring various grades of TTR and if you use the search tag you will learn more.
Equip yourself with a decent set of tools, a maintenance manual, work stand and lots of patience.
If you require any help then shout about it and someone will lead you through the process - there's lots of TTR know-how on these boards.
I had a run in with a car and had a coupe of years being put back together but couldn't stay away from riding it's just what I like. Even like being called the old disabled guy that rides all day
I do up quite a few bikes that have been sitting un loved for years.. 80 kawasaki KL250 is my current project..
after 13 years the clutch plates could be well stuck togeather (or as free as the day you parked it up...)
if they are stuck... this is what i try first..... start it... have someone push you.. while holding the clutch lever in
put it into first... keep holding the lever in..in first just quickly on and off the gas till the clutch releases...
remove the tappet cover and squirt oil on the cams...
Remove the spark plug.... crank the motor over on the starter...don't over heat the starter motor....short bursts..
then crack the top banjo bolt on the oil line to the head and see if oil comes out then you canbe sure
the cam gear has oil before you start it...
