When the decals are newly fitted, I think the glue spans the breather cuts and therefore makes it difficult to squeeze out the bubbles of petrol vapour that bleed through the tank walls. I use a Stanley blade just to cut through the glue in the centre of any bubbles and that allows me to flatten the decal to the tank again.

Yeah, but after using a stanley knife and cutting every little slit in the decal it fixed the bubbling

How did the seat cover fit? Did you install over the vinyl seat or over foam directly?

PS.. if you use a hat gun lightly on the white stressed areas on your fender ( not hot enough to change the some finish!! Less than that) it will return the plastic to is relaxed state and turn blue again to match.. just a thought if you were contemplating a cure for it without buying a new fender!
