I would open up the clutch side and make sure all of the clutch Springs are in good shape and also look at the clutch basket and look for notching or grooves on the basket fingers
"Clutch handle" is a new name to me and I am assuming it's a clutch lever
Definitely something wrong if the lever is not returning after you have pulled it in.
If you are sure the lever and perch are OK and that the cable is running free and not snagging then, as little_wing suggests, you will need to go deeper. Take off the clutch cover and check the springs, basket and plates. I would think there would be some obvious damage in there

a slow or non release of the clutch is uasly a sign of a notched basket...
but with the power out put of the ttr it's not something I would have thought
should be a issue..
do you slip the clutch alot?
another possability is the clutch lever in the motor is going passed it centre..
but not sure if that is possable.... brian???
