Percolating oil??? Someone please help

I have a 2004 TTR 250.  Right in front of the head cover there is a hole.  When warm there is oil that kinda percolates out and drips on the exhaust and smokes.  It looks like there should be a bolt in there, but every part finder I see has the hole but no bolt identified.  Can someone please tell me what this is and if I need to plug it or why it is percolating out of the top?

Thank you very much.  So I can change my decompression plug.  But I am wondering if the hole on top of the head should be plugged or just left open?

If the bolt on the side (not the top?) is missing then it should be replaced asap - more info and pics here 

If that doesn't answer your question, can you post a pic of the hole please?

Thank you for your help!  I have ordered the plug and the bolt next to it.  I will replace these and if there is still an issue I will bug you again.

 

But the hole I am talking about is pointed to in these pics:  I was thinking there should be something to plug it because there are threads in it.
