Trying to swap out the kouba lowering link for the original length. I've taken the plastic caps off the swing arm to remove the 17mm bolts and sleeve.

Trouble is, the bolt and sleeve just spin around. I can see the sleeve has two flat edges, but obviously whatever surface was holding is still has been knackered....

Any thoughts on how to get it out?

If you can get access to a windy gun an air powered one that is that should knock the nut off even with the spindle slipping round
